Urban Affairs Coalition
Vendor Embezzlement & Theft of Services
I am highly offended, too.
We know you did not want anyone else to know what is going on inside UAC. Everything posted is true.
UAC is suing a worker from an Ohio third-party staffing vendor subcontracted through UAC’s Delaware staffing vendor. UAC paid the DE agency, which embezzled the funds meant for the OH vendor. Instead of paying the OH vendor as promised in writing, UAC targeted an elderly female worker perceived as a weaker person, who was merely part of the subcontracting chain.

Emails from Urban Affairs Coalition management prove UAC executives knew about it and “allowed it to continue.”
UAC management never reported the embezzlement and fraudulent invoice crimes to authorities.
This site exists to ensure transparency and hold the facts of this theft in the public record.
UAC is threatening reporters who tried to get the story out there.
Carlos Jones and Kevin Satterthwaite knew the embezzlement was happening and continued to sign the fraudulent invoices.
Emails from UAC management prove this.

Threats of Physical Violence
UAC legal counsel, Malcolm Ingram, threatened to take “aggressive action” against the victim who reported the embezzlement.
Jacques Latoison threatened to send “his people” after the victim for reporting his embezzlement and timecard fraud.
To date, two ARMED unidentified goons have trespassed on our property at least twleve times.
They are becoming increasingly brazen; they are now trespassing on our private backyard deck to look into our kitchen.
They have broken our front door screen door.
They block our access to safety for extended periods of time.
They peer into our dining room and living room, taking illegal photos.
Our neighbors recorded the creeps and are willing to testify.

Both UAC partners and the public need to be informed about the status of UAC’s fiscal sponsorship management, particularly regarding the protection of grant money and the delayed payments to vendors.
Shop around! See other fiscal sponsor options: Click Here

The public needs to know: If you worked for a vendor that UAC contracted or subcontracted paid by UAC – UAC will sue you as an individual.
There is NO RECORD of you, as an individual, being paid by UAC or its vendor.
Imagine if you are working for McDonalds and spill hot coffee on a Karen.
You are paid by McDonalds.
UAC would sue you, the McDonald’s worker, not McDonalds.

We are requesting from UAC the complete list of the “independent contractors” UAC forces program Partners to use.
If I had known UAC’s preferred IT vendor is a racist misogynist con man who owes the IRS around $300K with a ton of judgments across states, I certainly would not have done business with UAC.
UAC’s IT vendor, “The Hierarchy”, embezzles paychecks and is a catfish!
See: Click Here
UAC EDP Executive Carlos Jones also stole six weeks of labor – theft of services.
Two Days – UAC Website is Down

2/18/2026 – The UAC Website has been down for two days.
The Program Partners have work to do.
Does somebody want to call #CaucasianRic over at Provident and have him help Latoison unplug and plug the server at the Data Center?

Did UAC sue Saul Davis Zlatkovsky for calling out the executives’ lack of ethics?
Zlatkovsky said UAC seems to avoid any sort of due diligence.
Saul says: “It is not all about compliance, but also ethics.”
In response, UAC slandered him, saying Saul was known to be a “complainer and rude at times”.
White-Collar Crimes Under Investigation

The Hierarchy’s law firm, Cohen Seglias, is demanding that evidence of the underlying crimes be returned to the embezzler.
At the same time, Cohen Seglias continues conducting forensic audits of this website. Those forensic findings are then presented in motions before the court by UAC’s law firm, Littler Mendelson, as part of UAC’s retaliatory lawsuit against the defendant who reported the embezzlement.
Has Littler Mendelson informed the court that the website forensic materials it relies upon were generated by The Hierarchy’s own law firm?

Maybe a company like Crawford could weigh in.

UAC’s reputation is damaged primarily by its own oversight failures, not by this website published 9/22/2023.
The organization is vilifying & doxxing a private citizen who reported embezzlement and falsified invoices under UAC’s watch.
UAC has allowed its #1 vendor to submit fraudulent invoices spanning a decade and approved paying invoices knowing the vendor was embezzling the money.

Is this who the partners want managing their money?
This is disgusting: When a male vendor reported he had not been paid, Kevin jumped through hoops to have an emergency check cut “because he does a lot of business with UAC.”
Since when does the dollar amount of business dictate who UAC pays and who UAC laughs at when the little subcontractors are left unpaid?
When another male vendor was not paid by a shyster UAC manager, Kevin made sure he was paid so “it looked good.”
The examples suggest favoritism is dictating who gets paid, rather than standard business necessity or a first-come, first-served principle.
- “Because he does a lot of business with UAC”: This indicates that a vendor’s size or business volume is prioritizing their payment over smaller subcontractors. This is fundamentally unfair. In a professional business environment, all vendors, regardless of size, are owed payment.
- “To look good”: This suggests the payment decision was motivated by public image or reputation management rather than an internal commitment to paying all debts honestly and promptly. Paying only when it is politically expedient completely undermines trust.
- UAC pays a drag queen using PayPal and UAC American Express cards because he is “highly connected in Philadelphia.”
Do the taxpayers know they are paying for drag queen entertainment as “program supplies”?
In any reputable organization, the only factor that should dictate payment is the successful delivery of the agreed-upon goods or services. The dollar amount of business, the vendor’s ability to influence the company’s reputation, or the personal whims of a manager should never be the criteria for processing payments.
These practices can severely damage UAC’s reputation, create a toxic work environment, and possibly lead to legal issues if smaller, unpaid vendors decide to pursue legal action. Perhaps a class action lawsuit is in order.

Do applicants for employment at UAC know that Malcolm Ingram directs UAC to “research court dockets” to find out if an applicant “has anything in the works” before a conditional employment offer is made? How is it legal to run what amounts to a ban the box violation, running a background check without permission, assuming an applicant will be found guilty because charges have been filed?
Ye ole Deceiving Taxpayers Trade Secret
The grants stipulate that any contract exceeding $7500 must be put out for three bids. UAC can make shit up, like “nobody was qualified.”
UAC is too lazy to bother to make things at least look good.
Kevin lets the insiders know the workaround.
Man, this sucks.

Read your Contract
XIV. Liability Offset. The undersigned understands and agrees that any deductible
amounts incurred by UAC with respect to any insured claim against UAC relating to
the activities of the Program Partner shall not exceed $50,000 per claim. In the event
an insured claim is determined by a court of competent jurisdiction not subject to
appeal to have been solely caused by the unlawful conduct of the Program Partner
then UAC shall be entitled to deduct from the Program Partners restricted funds an
amount not to exceed $50,000 for the insurance deductible related thereto only. No
officer, director, advisor, member or agent of the Program Partner shall have any
personal liability under this agreement whatsoever.
Anthony B. Miles Child Support Testimony
“SECRETLY” earning substantial income in consulting agreements with Urban Affairs Coalition”.
It was NO SECRET that the Urban Affairs Coalition was paying Anthony B. Miles knowing he is embroiled in a Child Support and nasty divorce case in FL.
This case was/is still going as of 12/29/2025.
#NoSecretsTurner 🤐

Are our tax dollars paying attorney fees AGAIN?
Are our tax dollars being used to HIDE child support obligations?
We the taxpayers demand better.

Seizing Pay for Reparations
I was told by Jacques Latoison, The Hierarchy swindler, that my pay was being seized for “reparations.”
UAC management was made aware of this fact.

Urban Affairs Coalition History of Incompetence
Did the three UAC executives sue the U.S. Department of Justice Office of the Inspector General Audit Division for defamation?

Felony Trespass Doxxing & Stalking
The Urban Affairs Coalition has illegally obtained my personal information, doxxing me, publishing it and disseminating it to other parties, in violation of the DPPA. This breach of confidentiality is facilitating stalking.
Do UAC’s partners and subcontractors know that their employees’ personal information – not UAC’s own payroll data – is being shared with UAC, which then distributes it to unknown third parties?
Photocopies of Driver’s licenses and home addresses should never be shared or posted on the internet!

What is next? Another unpaid contractor in the past was threatened with physical violence in a UAC meeting; Satterthwaite and Harvey knew it.
This is some gangster shit.
They will make great witnesses at trial.
UAC Endorses Trespassing at ICE Director Home
A Viet Lead employee, Nancy Nguyen, trespasses at an ICE director’s private home in Virginia and is arrested; UAC executives rush to defend her. Meanwhile, when someone is falsely arrested to shield a nonprofit director sending children pornography to feed his twisted fetish, and a dog tortured and killed in front of disabled kids. The same individual was falsely charged when she reported forced prostitution and a cocaine ring operating with taxpayer dollars. The operation was exposed, and the drug dealers who cooperated were executed. These UAC executives are condemning her actions. This is moral bankruptcy.
The Down Syndrome Boy
We have credible information that a disabled mother, who was hospitalized for her disabilities, working her hardest to provide for her Down Syndrome son, is injured on the job at SELF UAC. UAC legal accused the worker’s doctor of exaggerating the injury. Reportedly, UAC determined that when she returns to work, she was not permitted to take “any time to care for her Down Syndrome” child or drive him to school.
But it seems the real issue may have been the mother had filed a lawsuit against the city for failure to provide transportation for her son. They rode her ass with petty shit until they could fire her.
**Time to find her**
UAC Conducts Bogus Criminal Investigation
UAC Executive Carlos Jones engaged in deliberate and fraudulent misrepresentation by falsely asserting to a programmer that he was conducting a criminal investigation. Relying on this deception, the programmer provided six weeks of specialized programming services, which Jones knowingly misappropriated for his personal gain and for the benefit of UAC. To conceal this misconduct, Jones assured the programmer that full payment would be made by UAC for all stolen paychecks and the six weeks of programming he commissioned as a UAC executive if she remained silent regarding these actions. The work was subsequently incorporated into UAC’s mission-critical database, which underlies its essential EDP business operations. Such conduct constitutes intentional fraud, coercion, and a serious abuse of executive authority, exposing UAC and its leadership to potential civil and criminal liability.

We are being told that the UAC HR director (who disappeared) framed a Partner who received full two-hour beauty makeover, including toenails 💅from two of Nutalie’s Equity Philly UAC employees. One month later the HR Director engineered one of the “makeup artist’s” partners landing a lucrative contract with Shift Capital.
THEN, when these people filed a discrimination complaint against Nutalie, the HR director rewarded the witness with circulating her resume for employment.

Meanwhile… where is UAC’s “Milton Waddams” who was blessed with a $10,000 Xmas paycheck from payroll Jesus?
(Supposedly due to a UAC payroll “glitch”)
Taxpayers deserve to know!
The UAC Executive’s Nonprofit 990 Trail
In addition to their executive roles at UAC (EIN: 23-7046393) (UEI: EK81Q7HQA8N3), Arun and Sharmain are also in power in these organizations. If these two do not report embezzlement, child abuse, and sexual assault in their own organization, what are they doing if they witness crimes at these other organizations?

“No Secrets” Turner’s Trade Secrets Revealed!

It is also illegal to embezzle funds and withhold wages from a worker – one whom UAC’s C-Suite promised to pay in 2023 -after she reported being told that her pay was being stolen as “reparations.”
Greed & Fraud Destroy a Good Program

UAC OMITS DAMNING AUDIT DETAILS ON its WEBSITE

It is shameful for UAC to publish a shortened version of the required audit, once again omitting UAC’s material weaknesses findings.

Due to popular demand, we are providing the UAC Partners URL list. We will soon add additional columns, including the partner’s name, mission, website, contact information, number of employees, number of locations, and more. Many people have requested the option to print or export the UAC partner information into PDF, Excel, or CSV files. We will add that functionality.
UAC’s billing for partners includes the following fees: “UAC’s fee (10%), Insurance costs (1.4%), and Audit (1%) in the budget.” I believe the CEG recipients paid a whopping 30% UAC fee. These costs are calculated based on the total funding requested. If grant requests include funding for staff, an additional fringe benefit cost applies: 27% for full-time staff and 16% for part-time staff. UAC did not ensure that the full-time staff and part-time staff workers were paid.
There are several excellent fiscal sponsorship organizations available. One of them charges a fee of 6% and currently supports over 700 nonprofits. Donors can give through this organization’s donation webpage by selecting the specific program partner nonprofit rather than contributing to a general fund. Additionally, this organization offers 24/7 support and provides live access to its financial information.
Both UAC partners and the public need to be informed about the status of UAC’s fiscal sponsorship management, particularly regarding the protection of grant money and the delayed payments to vendors.
The Hierarchy is the Urban Affairs Coalition’s 2023 990 #1 Top Paid Independent Contractor. I guess UAC included the money he embezzled and the hours he was paid for that nobody worked.

UAC is teaching nonprofit vendors nationwide a master class in how to pull off the perfect white-collar crime. Arun Prabhakaran and Sharmain Matlock-Turner claim zero responsibility. What do they do? Nice bonuses!
Why is Arun Prabhakaran lying to the court, stating Kevin Satterthwaite lives in Philadelphia when he knows damn well Kevin lives in New Jersey?
It’s well-known that several disgruntled partner organizations have departed, and many partners are unhappy with the situation. Maybe those are the “missing 21” partners**?
Every individual deserves to be compensated for their work! We must hold UAC accountable. White-collar crime should not be tolerated, and timesheet fraud is unacceptable. If UAC has biases against Caucasians or assertive women, they should refrain from engaging with them. It’s that simple.
UAC needs a help desk ticketing system just for Partner complaints about NetSuite and shitty support in general. Their care@uac.org email complaint method is a 1900s joke.

We don’t understand why UAC pays for the staff of nonprofits that have their own EIN, like Inner Strength Education 47-5017977, and software for the Jesus indoctrination joint, Culture Changing Christians, 88-2376466. Kevin Satterthwaite walked on H2O when Bettinger was not paid for ISE invoices, getting Bettinger paid fast in the name of “good business.” A woman not being paid is laughed at and ignored. Okay.
We count fifty-four (54) program partners, plus the five community initiatives, who are the other **twenty-one (21)?

UAC URL scraped Program Partners list:
How many of these UAC Partners are no longer UAC Partners? Is this list intentionally being inflated? It is time to let them know.
