The Hierarchy’s law firm, Cohen Seglias, is demanding that evidence of the underlying crimes be returned to the embezzler.
At the same time, Cohen Seglias continues conducting forensic audits of this website. Those forensic findings are then presented in motions before the court by UAC’s law firm, Littler Mendelson, as part of UAC’s retaliatory lawsuit against the defendant who reported the embezzlement.
Has Littler Mendelson informed the court that the website forensic materials it relies upon were generated by The Hierarchy’s own law firm?

The Hierarchy is the Legal Owner
Cohen Seglias repeatedly states, in legal documents, that The Hierarchy, not UAC, is the legal owner of the so-called proprietary and confidential information.
This is evidence in criminal investigations they are ordering to be returned to the thief and destroyed.

What You Need to Know
Recently, questions have arisen about alleged “trade secrets” related to software developed in connection with the Urban Affairs Coalition (UAC) and The Hierarchy. It’s important to clarify the facts:
- No payments were ever made to Defendant, so she was never anyone’s employee.
- Payments were for Commercial Off-the-Shelf (COTS) software, funded through the Pennsylvania General Fund. Public funds do not pay for undocumented staff augmentation or custom development without a proper contract.
- No Statement of Work (SOW) exists between Defendant and The Hierarchy, between The Hierarchy and Defendant’s husband’s LLC, between UAC and The Hierarchy, or between any other parties for the custom software in dispute. A SOW is a formal contract that defines scope, deliverables, intellectual property ownership, licensing rights, and access to source code.
Why this matters: Under Pennsylvania law, trade secret protections are limited. Without a contract clearly reserving intellectual property rights, a contractor cannot unilaterally claim that publicly funded work is a trade secret. Work funded by the General Fund belongs to the Commonwealth unless a contract explicitly states otherwise.
Any claims that Defendant exposed UAC “trade secrets” related to this software are legally and factually inaccurate. Public contracts and SOWs are the mechanism that establish ownership and control — and none exist here.
This site is committed to transparency and ensuring that the record reflects the true contractual and legal framework.
Who Owns the Software?
Since the software was funded by the Pennsylvania General Fund, it is publicly funded. No contract assigns ownership to any private party, so no individual or contractor may claim it as a private trade secret. While this does not automatically make the state a “trade secret owner,” the key point is that publicly funded work cannot be privately claimed without a contract reserving those rights.

Factors influence whether an email confidentiality notice will be upheld in court. The clarity and prominence of the notice are important; unambiguous language and easy visibility are more effective than buried or vague statements. Or in The Hierarchy’s case, no language.

The Hierarchy provided standalone copies of the UAC EDP databases to a slew of friends and family to do work on their own personal computers. Up to nineteen people. No 1099s issued.

We are talking over 30,000 employee records.

David Neal (Lisa Neal’s Son)
David Neal is Lisa Neal’s (alias Latoison) son, and the founding member of The Hierarchy.
Neal and a bunch of other people were provided with many copies of UAC databases with no confidentiality agreement.
Mr. Neal is the Comcast Business account executive that Jacques Latoison and UAC contracts with, ensuring he benefits from UAC taxpayer grant money.
To make matters worse, Mr. Neal authorizes The Hierarchy for payment bonuses from Comcast Business as an unrelated and “not an employer” for referring client business to him.
While Jacques has already been paid from the General Fund for the same work and embezzled General Fund Money.
At this point, it looks UAC needs to demand that Lisa Latoison and the entire Latoison clan needs to testify against each other, too!

The IRS told us there is no record of the EIN provided by UAC.
Crazy as it sounds, insiders are telling us that Jacques and Lisa are allegedly not legally married.
Since Lisa is the one who would run to the bank, where one of the kids worked, to get money to write my paychecks, I guess she needs to testify against Jacques.

Felony Trespass Doxxing & Stalking
The Urban Affairs Coalition has illegally obtained my personal information, doxxing me, publishing it and disseminating it to other parties, in violation of the DPPA. This breach of confidentiality is facilitating stalking.
Do UAC’s partners and subcontractors know that their employees’ personal information – not UAC’s own payroll data – is being shared with UAC, which then distributes it to unknown third parties?
Photocopies of Driver’s licenses and home addresses should never be shared or posted on the internet!
Social Security Numbers Breach
It has come to our attention that UAC has used some folks’ social security numbers as an invoice number to cut paycheck “stipends”.
This means that NetSuite is storing these people’s social security numbers, home address, and other private information.
This is tragic.

UAC claims it has 250,000 volunteers and claims they provided services to 250,000 people in one year.

Latoison is consistently lying and only creating more problems for himself. He absurdly claims that the databases he hasn’t paid for violate the Defend Trade Secrets Act (DTSA).
His only “trade secret” is being paid for hours nobody works and embezzling money originating from the PA General Fund without consequences.
He is hijacking UAC databases by burying them in larger invoices, which unfairly burdens taxpayers. At the same time, he’s billing contracts for COTS (Commercial Off-The-Shelf) software, which does not constitute “trade secrets.” Cohen Seglias’ assertion that he did not hijack UAC databases for personal gain is outright false. He concealed the cost of the database within a UAC invoice to FCL that included 25 other items, allowing it to go unnoticed. I was not compensated for this database because he insisted it was for The Hierarchy’s “new business” that I had to support so he could generate revenue independently from UAC. This trade secret is unacceptable, and it needs to be addressed.
It certainly appears that UAC should be suing Jacques Latoison and Carlos Jones for violating “Trade Secrets”.

Carlos Jones Hijacks UAC EDP DEI Databases
How much of a trade secret can these UAC EDP databases be if Carlos Jones also hijacks and brands the UAC EDP databases for IEDS? Not only did Jones highjack the UAC EDP databases for IEDS, he had the programmer create a “vanilla version” for his use in other industries not UAC related.
Carlos Jones’ son worked on the IEDS spreadsheets when he was in undergrad; UAC paid him.

This is the IEDS version of the database Carlos Jones had me train his IEDS staff on; he and UAC fired me and never paid for the database: copyright infringement and theft of services.
Carlos Jones also had me create a generic version of the contract compliance database so he could use it for other lines of business outside of UAC. I am looking for that work; another database he stole from UAC and did not pay me for my work.

How can UAC accept “The Hierarchy” Consultant/Contractor agreements that violate UAC policy? The Hierarchy was required to have insurance; we are told UAC is The Hierarchy’s insurer for embezzlement.
