UAC EDP Pretend Criminal Investigation

UAC Executive Carlos Jones engaged in deliberate and fraudulent misrepresentation by falsely asserting to a programmer that he was conducting a criminal investigation. Relying on this deception, the programmer was asked provided six more weeks of specialized programming services to UAC EDP.
To conceal this misconduct, Jones assured the programmer that full payment would be made by UAC for all stolen paychecks and the six weeks of programming he commissioned as a “UAC executive” if she remained silent regarding the embezzlement.
The work was subsequently incorporated into UAC’s mission-critical DEI construction database, which underlies its essential EDP business operations.
Such conduct constitutes intentional fraud, coercion, and a serious abuse of executive authority, exposing UAC and its leadership to potential civil and criminal liability.

A UAC employee confirmed the embezzlement by The Hierarchy, in writing and by furnishing UAC financials. The same employee continued to sign off on continued payments to The Hierachy, knowing the money was being stolen. This is criminal.

Why has the Urban Affairs Coalition (UAC) allegedly opted to hide embezzlement, billing for hours not worked, and theft of services from the PA Department of Community & Economic Development?

Somebody is lying. Satterthwaite claims UAC does not do EDPs monthly invoicing, about 30 per month. But UAC does use UAC EDP staff to invoice both UAC EDP and IEDS invoices. Satterthwaite says UAC only invoices for contracts UAC holds. That must mean that UAC holds the contracts that The Hierarchy stole money from, and the labor hours Carlos Jones stole.

This is disgusting: When a male vendor reported he had not been paid, Kevin jumped through hoops to have an emergency check cut “because he does a lot of business with UAC.” Since when does the dollar amount of business dictate who UAC pays and who UAC laughs at when the little subcontractors are left unpaid?
When another male vendor was not paid by a shyster UAC manager, Kevin made sure he was paid so “it looked good.”

The examples suggest favoritism is dictating who gets paid, rather than standard business necessity or a first-come, first-served principle.

  • “Because he does a lot of business with UAC”: This indicates that a vendor’s size or business volume is prioritizing their payment over smaller subcontractors. This is fundamentally unfair. In a professional business environment, all vendors, regardless of size, are owed payment.
  • “To look good”: This suggests the payment decision was motivated by public image or reputation management rather than an internal commitment to paying all debts honestly and promptly. Paying only when it is politically expedient completely undermines trust.

In any reputable organization, the only factor that should dictate payment is the successful delivery of the agreed-upon goods or services. The dollar amount of business, the vendor’s ability to influence the company’s reputation, or the personal whims of a manager should never be the criteria for processing payments.

These practices can severely damage UAC’s reputation, create a toxic work environment, and possibly lead to legal issues if smaller, unpaid vendors decide to pursue legal action. Perhaps a class action lawsuit is in order.

Arun’s Friend Danielle Newsome on Prosecuting Wage Theft

Arun Prabhakaran reportedly leveraged his brief role in the DA’s office and his influence as a UAC executive to solicit a pro bono attorney, aiming to ensure that outreach workers, who are compensated with stipends (IRS: day laborers), receive their payments in cash on the same day.
However, when UAC’s executive team confirmed that their number one vendor refused to issue 1099s or W-2s and had stolen paychecks and hundreds of hours of labor and overtime from UAC’s programmer, Arun took no action.

On my third day of work, I worked directly with Carlos Jones on his IEDS work.

Carlos Jones initially used his IEDS email to direct my workload. However, Latoison let me know that the grants will NOT pay for his IEDS work. I was told to NEVER use the IEDS email to fool the taxpayers into paying for Jones’ private company.

It is obvious that the city employed Carlos Jones while UAC presented him as a UAC employee, paying his for profit IEDS company with taxpayer money. The records only go back to 2015. He retired 3/31/2024. But is still “working” as a UAC executive for UAC EDP.

Who signed Carlos Jones’ city paychecks for ten years as a “Director of Information Technology”? Carlos hired his son to create the Excel spreadsheets that drive his for-profit company, and Delaina Jones (I have no idea if she is related—she is the whole package: smart, pretty, hard-working, and with a great personality.)
Carlos Jones’ son is a super nice guy. He called me for help with an SQL database class he was enrolled in. He told me Carlos hated working for Kevin Satterthwaite and was biding his time for a paycheck until he could cash out his retirement. He said Carlos had several income hustles.

City of Philadelphia Implemented Flawed Payroll Software, Failed to Pay Overtime, Suit Says. The suit seeks to represent all non-exempt employees who worked for the City of Philadelphia after March 25, 2019 under a 7.5 hour per day and 37.5 hour per week schedule and were not paid overtime for a workweek of more than 40 hours. Latoison issued 37 paychecks, earning $5,169.73 to process each paycheck. Then he “kept six paychecks for himself” (embezzled) for a $35,46.25 pure profit. Carlos Jones (UAC EDP) stole six weeks of labor for a $33,660 during his sham criminal investigation of his bestie.

He promised me my paychecks and an eight-year contract to service CHOP and PENN if I cooperated and stayed quiet during his sham criminal investigation of his bestie, Latoison.

To our knowledge, the three blind mice, Kevin Satterthwaite, Sharmain Turner-Matlock, and Arun Prabhakaran, have not reported the embezzlement, billing for hours not worked, and self-reported felony theft of services to the state of Pennsylvania or law enforcement.
Research indicates that 46% of embezzlement cases in nonprofits go unreported, as executives often conceal their failure to protect taxpayer dollars.
There is no justification for hiding these crimes from the public or punishing the employee who reported the theft.
The taxpayers must demand that UAC make the victim whole and terminate its relationship with the IT vendor, who boasts about being “untouchable” because his brother is a criminal attorney and his sister is a grant writer for the DoD.

Kevin Satterthwaite must be held accountable for his failure to protect taxpayer money from a known tax cheat to whom he irresponsibly entrusted unrestricted funds. For ten (10) years, he allowed this con artist to bill for hours that were never worked. When confronted with evidence that Latoison had stolen paychecks, Satterthwaite deflected blame, effectively endorsing the fraudster through his alleged inaction. Furthermore, Satterthwaite allegedly participated in the theft of services by endorsing the decision not to pay for mission-critical databases commissioned by UAC EDP. The Pennsylvania General Services Department has a responsibility to hold UAC accountable for its willful negligence in managing the unrestricted fund. We also need to investigate whether the Pennsylvania Department of Community and Economic Development includes a similar clause in its contract with UAC.

Latoison tacks on a minimum of 75% to hourly rates. He provides zero benefits. An insider has informed us that the average monthly ADP payroll processing bill for UAC, for 800+ employees, is around $10,500. Latoison was paid more to process one worker’s pay than UAC paid ADP for the entire organization. Hey, it isn’t UAC’s money, right, Kevin Satterthwaite?

Why does UAC allow its IT vendor to read all emails? This is an incredible security fail paid for by taxpayers. Nobody can report theft when the IT vendor is the criminal.

I have over 1,000 emails from UAC management tracking this and a plethora of other issues since 2/2023. For God’s sake, my missing paycheck should be the least of UAC’s worries.

UAC knew Latoison was in court with the IRS and kept writing him my paychecks when paid from MBE/WBE 653 and the General Fund, when they knew the money was vanishing. Not good at all!

Kevin then paid him for those hours as a “1099 vendor.” If The Hierarchy has no employees, Latoison could not have insured someone who does not exist. This negligence will ultimately catch up to UAC. Latoison ignored the paperwork that Kevin required from the programmer. However, since Kevin seems indifferent to people stealing from the General Fund and nobody at the state appears to care, it is unlikely that he will change his behavior.

Malcolm Ingram needs to answer how many other contractors he told the DOL were not “employees.” He thinks the wronged employees’ gag orders last forever. Rumor has it that there was a recent big-time take down of UAC.

Is the General Fund ever audited? How can this case not be seen as a conflict of interest, given that Ingram is compensated from the same taxpayer General Fund money that was plundered by the thief? Allegedly, he is being paid more to lose cases than most of the victims are receiving in compensation.
