We now have confirmation that Carlos Jones was a City of Philadelphia FTE from 2014 to 2024. Jones was recorded as working 9-5 at the city and entered hours as a UAC Program “Program Partner” in the EDP (IEDS) timesheet system.
He posed as a UAC EDP executive, but UAC paid his private, for-profit company, Infinite Economic Development Solutions, for his hours, while the city cut him a six-figure paycheck.
IEDS executed its first agreement with UAC on 6/20/2013.
The city supposedly states that nobody “told them” Carlos was doing this.
Nobody in the city noticed he wasn’t at work for ten years.
Who the hell was signing off on six-figure paychecks?
Jones might be billing at least two other places, to be confirmed.
There has to be a reason UAC is complicit in defrauding the public, as well as the projects, that Carlos Jones has been a UAC employee since 2014.

Maybe the IRS and DOL need to see this timesheet system. How in the hell are Aletha Michelle Gumbs and Carlos Jones, who both work for the City of Philadelphia, registered with the state of PA as the retirement fund trustees? And at a street address on Addison Street with no business license? And UAC is pretending Carlos Jones works for them and pays Carlos Jones through IEDS while Jones collected a six-figure paycheck from the City?

Carlos Jones’ son is a super nice guy. He called me for help with an SQL database class he was enrolled in. He told me Carlos hated working for Kevin Satterthwaite and was biding his time for a paycheck until he could cash out his retirement. He said Carlos had several income hustles.

He later blamed it on Carlos, saying Carlos did not request her access. We are tracking down this woman. I walked her through the process the next morning at 7:30 AM after Latoison finally set her login ID up. How does the public like seeing Steele, the PennFIRST Economic Opportunity Plan & Controls Manager, calling a coworker a liar and lazy? CHOP has shown their true colors; they know the reports Carlos Jones gives them are being produced by the databases nobody has paid for and that Latoison is a thief.
This is how UAC works. They defame people. Margarita had no way to do her work – they all lied.

He then became the Executive Vice President & CFO at the Philadelphia Housing Authority on January 6, 2014.
Currently he is the Chief Financial Officer for the City, from the DAO District Attorney office, the same department Arun worked for.
