$1M CARESAct PPE Award

Jacques Latoison describes Encyclomedia Inc. as his “business partner.” Latoison said that Dee DePalma and Brigètte BreeZLee DePalma were approved for a $1M CaresAct PPE award, contingent upon a website with a shopping cart to fulfill PPE orders. Warren S. Riley IV, IGY Fashion, was the primary Encyclomedia Global Rescue Mission (“EGRM”) website developer. Ricardo Rose, RoseGroup Entertainment, LLC, created the videos. 

Jacques Latoison, Carlos Jones, Warren S. Riley III, and Chauncey Shines have Encyclomedia email accounts hosted by The Hierarchy. Shines is accused of intentionally misusing money that belonged to Montgomery Public Schools (“MPS”) in violation of the Alabama Ethics Act. The audit showed that Chauncey Shines used school funds for strip clubs and gambling. Shines, who worked for MPS for nearly 25 years, once served as the athletic director, basketball coach, and teacher at MPS’s Brewbaker Technology Magnet High School. His employment ended in 2019.

The DePalma ladies confirmed the $1 million CARES Act deposit was successfully deposited into the Encyclomedia Inc. bank account. The website vanished shortly after the government check was reported as cleared. 😲

The programmer attended Zoom meetings with The Hierarchy, UAC Senior Manager Kyle Branch, and D-Moët (music producer for P Diddy and Meek Mill). The programmer believes the music studio was funded by the grossly mismanaged Community Expansion Grant Program.
EGRM rapper BreeZLee has a long history with D-Moët, as evidenced on her social media. The dynamic NASCAR driver, singing, dancing, and acting phenomenon, created the promotional materials for the COVID $1M CARESAct website.
Upon inquiry, nobody seems to know who is using this studio. The reservation system Kyle Branch spearheaded does not seem to have been implemented.
Has anybody’s at-risk kid been able to book the recording studio in Philadelphia? The studio might look something like this:

The Targeted EIDL Advance provided free money to businesses located in a low-income community, that could demonstrate more than a 30% reduction in revenue during eight weeks beginning on March 2, 2020, or later, and had 300 or fewer employees. 
The Hierarchy IEDL Loan The Hierarchy did not experience an income reduction. Its address was a 4,200-square-foot McMansion; its revenue increased by 55% in 2020.

The Hierarchy’s physical address is a PO Box in a Post Office in Chester, PA. Jacques Latoison owes the state of Delaware $87,883 in personal income taxes; the criminal investigators cannot find him. 👨‍🦯👏👏
