The Hierarchy Timesheet System

The Hierarchy’s slick timesheet system records the actual laborer hours. Time In/Time Out increments >7 minutes are illegally rounded up to a full hour. The laborer is only paid for 42 hours per week. Hours exceeding 42 per week are seized by The Hierarchy (at its billing rate of $90 per hour).

Providing an example, The Hierarchy invoice # IN2023050006 for 5/1/2023-5/15/2023 was a whopping $11,610.00. The Hierarchy profited $6,550 for just two weeks – an outrageous profit for acting as the UAC payroll processor for one UAC employee, and still found it necessary to embezzle payroll? Well over $10K per month – I believe ADP is paid 10,000 per month for an organization of this size – 800 FTE.

The Hierarchy inflated hours for a nice $517.50 profit. The Hierarchy billed Urban Affairs Coalition for a tidy $2,812,50 in overtime hours, which is presented as being paid to the laborer. The Hierarchy two-week unjust enrichment haul was $3,330. The expected profit to The Hierarchy was $3,220, earned by printing the two-week timesheet and emailing the invoice to UAC (time = 15 minutes). Another ten minutes were required to cut the laborer’s paycheck from the UAC payroll money for their work, but UAC considers producing paychecks (paying the worker) “optional”.

WHY HAS THE URBAN AFFAIRS COALITION NOT REPORTED THIS THEFT AND THE OTHER EMBEZZLED PAYROLL TO LE?

Please note – Kevin Satterthwaite and Carlos Jones are complicit in signing these timesheets that omit the laborer’s name. Satterthwaite uses the General Fund to pay for labor hours for their Economic Development Projects Unit. Reportedly, the embezzlement was discussed by C-Suite executives at a company dinner. Kevin Satterthwaite allegedly stated “not HIS money, not HIS problem.” UAC is required to safeguard grant money including the laborer.

When Contractor has reason to believe that any breach of ethical
standards as set forth in law, the Governor’s Code of Conduct, or
these Contractor Integrity Provisions has occurred or may occur,
including but not limited to contact by a Commonwealth officer or
employee which, if acted upon, would violate such ethical
standards, Contractor shall immediately notify the Commonwealth
contracting officer or the Office of the State Inspector General in
writing.

ECONOMIC DEVELOPMENTS PROJECTS

The programmer is owed her paychecks for the contract compliance database used by UAC EDP. If the minority construction contract companies are not paid first and Net 7, the mayor calls the project and shuts it down.
When Jacques Latoison was not paid on time, he demanded Dainette Mintz of UAC PHLPreK “reach out to UAC Operations (and possibly Fiscal management) because the UAC Core organization spends an inordinate amount of time having to convince their minority program partners to pay their minority vendors…specifically. Sadly this is across the board. If an organization is paying its non-minority vendors, but not its minority vendors then of course the issue may exist.

How the hell can The Hierarchy claim it has no idea if he has been paid for EDP work when the NetSuite financials show the invoice number, deposit date, and amount? $234,000 just magically appears? This is a blessing.
