Urban Affairs Coalition (UAC) is willfully negligent in allowing the financially challenged, unstable tax cheat Jacques Latoison to touch federal money.
On February 9, 2023, at 2:18 PM, UAC was notified their staffing company, The Hierarchy, was eight weeks late issuing paychecks.
Owner Jacques Latoison was pulling another 👻👻 Houdini.
It seemed payroll was being misappropriated.

🤥Lyin’ Latoison claimed UAC was not processing the approved timesheets and withholding payroll money.
UAC said Latoison was a liar. 🤯
NetSuite financials confirmed that UAC approved, processed, and deposited the approved timesheet payroll money (Net 7).
Latoison had meltdowns if asked where my chronically late paychecks were.
He said I sounded like a “CrAZY wOMaN” for being stressed when paycheck turnaround time increased to 58 days and needed to “calm down.” 🤬
Despite knowing sticky fingers Jacques Latoison was stealing payroll, inflating hours, and illegally seizing overtime, the Urban Affairs Coalition continued to approve and pay the timesheet labor invoices.
Of course, the employee was fired for asking to be paid and Latoison carried on.
UAC is probably complicit in committing IRS tax fraud, child support fraud, and welfare fraud, knowing The Hierarchy does not issue 1099s or W2s.

The programmer worked 127 hours from 8/20/2022 to 9/2/2022.
She should have been paid $8,277.50; she was paid $4,620.
The Hierarchy billed for 134 hours.
The Hierarchy was paid $12,060.
The Hierarchy profit = $7,440.
Latosion inflated the hours billed to cash in on an untraced $630.
He silently pocketed $3,877.50 that UAC thought the programmer was paid for busting her ass working 7×365 >60 hours per week.
The programmer was told UAC paid 40 hours.
Latoison is paid about a 70% markup on his under-the-table laborers.
UAC reports the $7,440 as COTS software; not taxable labor income.
UAC executives cheer him on for the ”hustle.”

COMMERCIAL OFF-THE-SHELF SOFTWARE (COTS)
UAC executives Kevin Satterthwaite and Carlos Jones signed timesheets authorizing the payroll deposits to The Hierarchy.
However, UAC classified the custom programming services as COTS. Government purchasing thresholds for COTS have no dollar limits, or any dollar size contract.
UAC knows The Hierarchy inflates hours, claims 👻👻 work, and steals overtime and wages.
Kevin Satterthwaite and Carlos Jones are complicit in signing timesheets that omit the laborer’s name. During a UAC 🎉 lavish celebration dinner (paid for with grant money) Kevin and Carlos discussed the embezzlement. Kevin Satterthwaite allegedly remarked, ᶠᶸᶜᵏᵧₒᵤ! “Not my money, not my problem.” UAC is responsible for safeguarding grant funds, which includes protecting the laborer’s interests.

He was supposed to get a $6,990 profit to email this timesheet invoice and write one paycheck.

Jacques Latoison claims he had no idea if he was paid for the EDP timesheets.
There was $254,070 deposited into his business account.
The NetSuite financials show the invoice number, deposit date, and amount.
For somebody who cries broke-ass, it is highly suspicious that Jacques Latoison sat on invoices for up to 332 days. It is more mysterious that Kevin Satterthwaite paid all of them Net 7, not questioning their delayed submission.
This is Jacques Latoison claiming he is clueless. He has the balls to tell me I have no right to ask if Kevin gave him my paycheck money when I am told to wait until Kevin pays him to get my paycheck.
This is while my UAC supervisor Carlos Jones assigns me 60 hours of work a week and I haven’t been paid in 14 weeks.
