Double-Billing Scam

We now have confirmation that Carlos Jones was a City of Philadelphia FTE from 2014 to 2024. Jones was recorded as working 9-5 at the city and entered hours as a UAC Program “Program Partner” in the EDP (IEDS) timesheet system. He posed as a UAC EDP executive, but UAC paid his private, for-profit company, Infinite Economic Development Solutions, for his hours.
Supposedly, the city is stating that nobody “told them” Carlos was doing this.
Nobody in the city noticed he wasn’t at work for ten years?
Who the hell was signing off on six-figure paychecks?
Jones might be billing at least two other places, to be confirmed.
We have rumors of an affair, defrauding the city, defrauding the grants – a regular ‘ole shitstorm is brewing.

We have to figure out who will prosecute for this double-dipping.

Who signed Carlos Jones’ city paychecks for ten years as a “Director of Information Technology”? Carlos hired his son to create the Excel spreadsheets that drive his for-profit company, and Delaina Jones (I have no idea if she is related—she is the whole package: smart, pretty, hard-working, and with a great personality.)
Carlos Jones’ son is a super nice guy. He called me for help with an SQL database class he was enrolled in. He told me Carlos hated working for Kevin Satterthwaite and was biding his time for a paycheck until he could cash out his retirement. He said Carlos had several income hustles.
This is one of the screenshots that his son provided; I did not mind helping him for free, and that offer stands.


Over what cost center was Carlos directing? There is no record we can find of one person reporting to him.
Where was his desk physically located? Insiders are saying the records say City Hall. A Director certainly would have a nice office, right? Did he report to the office when the Mayor ordered all personnel to RTO? So many questions!
